Progress and updates
Toronto Community Housing (TCHC) is committed to providing ongoing updates about Swansea Mews to the community – especially former Swansea Mews tenants and neighbours living near the property.
Currently, TCHC’s Development team is working with the City to rebuild the Swansea Mews community. Staff are also looking for ways to achieve Toronto’s city building goals of creating new affordable rental housing units.
Planning application process
TCHC has submitted the Official Plan Amendment, Zoning By-law Amendment, and Rental Housing Demolition and Conversion applications to the City of Toronto. This marks the first major step in rebuilding the community so that tenants can return to the neighbourhood.
Through this application, TCHC is seeking approval of:
- Where the new buildings will go
- What type, and how big, the buildings will be
- Where the community spaces will go
- Where the streets and sidewalks will go
- How sustainable design and best practices will be incorporated
Thank you to the tenants and community members who shared feedback to help shape the proposal.
These applications will go to the City’s Planning and Housing Committee for review on February 26, 2026. If adopted, the applications will go to City Council on March 25-27, 2026, for approval. These applications are required to allow the redevelopment of Swansea Mews to move forward.

Community engagement: Tenant leaders
In spring 2025, the Swansea Mews Revitalization team began recruiting Tenant leaders. These leaders will help represent the voice of their community.

Initial Development Proposal approval
On April 23, 2025, Toronto City Council approved TCHC’s Initial Development Proposal (IDP) for Swansea Mews. The IDP was brought to the City of Toronto after it was approved by TCHC’s Board of Directors in October 2024.
