Support for tenants

We have standards and guidelines for the relocation of rent-geared-to-income and market rent tenants.

We are working with tenants to create a more formal Relocation Policy. We will bring the draft policy to the Toronto Community Housing Board of Directors for approval later this year.

Our goals for the relocation policy are to:

  • reduce the impact of disruption for tenants
  • set consistent standards
  • make existing practices more formal
  • set up a fair, open process that includes compensation for tenants

After the policy is approved it will reflect Toronto Community Housing's existing standards and guidelines, which include:

Working with tenants to get ready for moving well before the official notice
Sending an official notice in writing to each household at least five months before the move
Having one-on-one meetings with each household to explain the relocation
process, talk about the household's needs and options, and review their
unit preferences
Offering each affected household the chance to choose a unit that best meets their needs

Providing moving assistance to all households, including those choosing to leave Toronto Community Housing. This includes:

  • Moving company services to move belongings
  • Insurance for major furniture items during the move
  • Packing materials (like boxes and tape)
  • Packing and unpacking services if no adult in the household is
physically able to pack and unpack belongings (medical documentation
    needed)
  • Repaying the costs to disconnect and reconnect telephone, cable
television, internet, gas, water and hydro (documentation needed)
  • Payment for 6 months of mail forwarding by Canada Post, and
  • Repaying up to $50 for the cost of changing addresses on official
documents like a driver's license or health card (documentation needed)
Providing extra help with moving for households with special needs, as needed
Working with community partners and connecting tenants to partners to address tenant needs
Working with seniors and households with special medical needs and
safety concerns to make sure that any move meets their specific needs
Meeting the specific needs of all household members
Making sure that people with accessibility needs are offered units that are modified for those needs
Relocating households to units that have the right number of bedrooms, based on the City's occupancy standards
Giving households a choice of different units and locations, providing options early in the process
Considering the needs of families with school-aged children, so that school attendance is not disrupted
