Toronto Community Housing (“TCH”) is the largest social housing provider in Canada and the second largest in North America. Reporting to the Community
Housing Supervisor, the Superintendent is responsible for providing excellent
customer service to tenants and for the effective operations of a small to medium size, social housing portfolio of low to
moderate complexity of issues. You
will work closely as a team member of the Community Housing Unit staff to provide
excellent customer service and quality housing environments for tenants in a
diverse building community. You may be required
to provide work direction, training, support, coaching and mentoring to
building staff.
The successful candidate
will respond creatively to existing and emerging needs of tenants and their
communities in areas such as: customer
service, building maintenance and cleanliness, community development,
anti-racism, long term care, community health, marketing and tenant
participation.
You will be responsible for
the health and safety, security and structural integrity of the building and
its maintenance including housekeeping, semi-skilled repairs and preventative
maintenance on plant, equipment and residential units, life safety tests,
inspections, recording and reporting procedures.
Responsibilities:
Customer Service
·
Actively supports, promotes and assists in the implementation
of the Toronto Community Housing Corporation’s Community Management Plan (CMP)
initiatives and Toronto Community Housing’s policies and procedures
·
Actively works with tenant representatives and
supports the Tenant Participation System
·
Provides support, responds to and maintains
effective working relationships with a diverse tenant population and internal
and external stakeholders on a variety of issues
·
Acts as a resource and liaises with agencies and
organizations to facilitate partnerships and address building wide issues
·
Advocates on behalf of tenants especially in making
referrals to community agencies
·
Responsible for performing and assisting in all
aspects of marketing units to potential customers
·
Delivers notices to tenants and posts notices within the
building
Community Health
·
Maintains and ensures that all
building security and safety systems are functioning
·
According to legislative
requirements and Toronto Community Housing standards, performs fire and life
safety tests, completes fire safety logs and performs unit inspections and
checks
·
Maintains a safe workplace at all
times, consistent with legislation including:
Ontario Health and Safety Act, Joint Health & Safety Policy, Social
Housing Reform Act, Residential Tenancies Act, Fire Safety Code, etc.
·
Actions pest control and
participates in and evaluates pest infestation programs
·
Responsible for external and
internal building hygiene and cleanliness
·
Prepares and is responsible for
cleanliness and repair of vacant units
·
Maintains walkways clear of snow
and ice
·
Maintains building access
·
Maintains information related to emergency procedures
·
Participates in tenant information sessions and meetings as required
Leadership
·
Provides work direction, training, support, coaching
and mentoring to building staff/team as required
·
Works as a team and co-ordinates tasks and work to
be performed
·
Provides orientation to site staff as required
regarding job functions and proper use of tools and equipment
·
Plans, organizes and monitors cleaning and
maintenance schedules
·
Provides creative and strategic advice to management
in areas such as but not limited to improving business practices, cost savings
etc.
Administrative Duties
·
Initiates, monitors and evaluates building
maintenance work that is performed by contractors
·
Plans and implements all major and minor work and
site specific contracts including obtaining price quotes and evaluates bids for
work to be performed
·
Spends funds within approved budget limits, obtains
price quotes and provides input into the capital budget requirements
·
Verifies and authorizes for payment goods and
services received
·
Co-ordinates work with other Toronto Community
Housing resources and identifies needs and discrepancies as they relate to the
overall building operation
·
Performs tenancy functions including but not limited
to rent collection, tenant charges related to damages, serves notices, attends
hearings as required and follows up on outstanding annual reviews, assists with
evictions and eviction prevention, etc.
·
Performs move-out and move-in inspections to units
and documents findings and actions work to be done
·
Operates a variety of mobile, computing and
communication devices and software for the purpose of performing daily work
·
Actions, assigns and monitors work orders and prepares
work orders for the purpose of scheduling work
·
Maintains various log books, time sheets, schedules
and other documentation
·
Prepares various correspondence, notices and reports
as required
·
Monitors and maintains an inventory of all equipment
and supplies
·
Responsible for booking and administration of
amenity space at site and all other related functions
·
Other duties as assigned
Building Systems
·
Monitors and inspects building facilities and
equipment, ensuring that all buildings are properly maintained and safe at all
times
·
Plans, develops and implements maintenance schedules
for the building and its equipment
·
Performs regular preventative maintenance requirements
such as routine checks, tests, adjustments and cleaning to plumbing, heating
and mechanical systems and ensures completion of program annually
·
Monitors all preventative maintenance contracts
·
Monitors the environmental, mechanical and
structural integrity of buildings
·
Implements and monitors energy conservation measures
within building(s)
Maintenance
and Repair
·
Performs semi-skilled plumbing, heating, electrical
and carpentry repairs and routine appliance repairs
·
Performs all maintenance work and repairs related
but not limited to smoke detectors, fire alarm systems, window repairs, garbage
chutes, walls, ceilings, floors, etc.
·
Operates and performs maintenance on all power and
manual ground equipment. Performs landscaping duties as required
·
Operates and maintains all
janitorial equipment and snow removal equipment as required
·
Operates and maintains pick-up
trucks, site vehicles and large tractors (over 20 horsepower and in excess of
1500 lbs.) as required
·
Maintain, refurbish and properly
store tools and equipment
·
Performs scheduled inspections of
internal and external building systems, equipment and conditions
·
Responds
appropriately to emergency situations
·
Performs
other duties as assigned
Qualifications:
·
A minimum of two (2) years experience in maintenance,
semi-skilled repairs and housekeeping in a residential or institutional
environment
·
Demonstrated experience performing semi-skilled
maintenance and repairs (e.g. electrical, plumbing and carpentry, painting,
drywall, flooring, window repairs, etc.)
·
Demonstrated experience operating manual and power
tools and equipment
·
Demonstrated experience in cleaning or janitorial
work and the ability to operate janitorial equipment
·
Experience utilizing a variety of mobile, computing
and communication devices
·
Demonstrated experience providing excellent customer
service in a diverse work environment
·
Demonstrated ability to provide work direction, plan,
organize and monitor work schedules (e.g. cleaning and maintenance schedules)
·
Ability to build and sustain effective partnerships
·
Ability to communicate effectively in oral and
written English
·
Good interpersonal skills and the ability to work
independently and as a valuable team player
·
Knowledge of life safety systems and preventative
maintenance
·
Must be familiar with applicable codes and
legislation such as Occupational Health and Safety Act, Workplace Hazardous
Materials Information System (WHMIS), Residential Tenancies Act, Social Housing
Reform Act (SHRA), Personal Information Protection and Electronic Documents Act
(PIPEDA), Municipal Freedom of Information and Protection of Privacy Act
(MFIPPA), Ontario Fire Code, the Ontario Human Rights Code and City By-laws

Must be familiar with applicable Toronto Community
Housing plans, strategies, and policies such as Community Management Plan
(CMP), Workplace Diversity Policy, Community Health, Tenant Participation, Accessibility
and Conflict of Interest policies
·
Must be able to travel to assigned locations on a
daily basis and must be willing to return to work for major emergencies as
required
·
Where the operation of a vehicle or equipment requires
a valid drivers license, the employee must posses same
·
Must be familiar with Toronto Community Housing Code
of Conduct
·
Ability to perform heavy lifting and work outside
as required
