Toronto Community Housing is seeking a Project Director, Regent Park with strong leadership abilities and experience in land development to assume overall project management responsibilities for the delivery of the award winning Regent Park revitalization. The successful candidate will be a key player on a multi-disciplinary team committed to the completion of the most extensive urban renewal program in modern Canadian history.
Regent Park is one of the oldest publicly funded housing communities in Canada. Regent Park was first redeveloped over 50 years ago on 69 acres of land bounded by Parliament, Shuter, Gerrard and River Streets in Toronto's east downtown neighbourhood. Today, Regent Park is in the midst of a $1 billion, 6-phase revitalization. Almost all of the existing social housing, which was originally developed to provide housing to low- to moderate-income households within a ‘garden city', park-like setting, will be demolished and replaced with a mix of social and market housing (both rental and ownership), in a mixed-income, mixed-use, mixed-tenure community. In 2002, Toronto Community Housing initiated revitalization through consultations with more than 2,000 residents, neighbours and agencies. Since Phase 1 started in 2006, hundreds of new housing units have been constructed, new streets have been laid to connect Regent Park with the surrounding area, new retail spaces have been built, and substantial public investment has been committed to community facilities and amenities. The Phase 2 master plan is complete and the design process is underway for new buildings and amenities. The demolition of Phase 2 existing housing is scheduled for fall 2010.
Responsibilities:
• Leads and manages a diverse range of components that comprise the revitalization vision, including planning, servicing, building design, resident and stakeholder engagement and sourcing of government grants and commercial arrangements;
• Develops a business direction in the market housing partnership and provides the overall financial results that meet Toronto Community Housing's business plan expectations;
• Responsible for the overall project communication plan and issues management, including reviewing and approving external communications, preparation and presentations to large public and community-based meetings and media inquiries;
• Develops and manages relationships with a broad range of stakeholders, including with local community-based non-profit groups, businesses, the City of Toronto and senior levels of government; and
• Implements the Toronto Community Housing vision of excellence in architecture, urban design and planning, building high performance environmentally sustainable buildings and improving community amenities and services
Qualifications:
• Post secondary degree in planning, architecture, project management, construction or related degree or equivalent combination of education and experience;
• Minimum of 10 years of demonstrated experience in residential real estate development, construction and infrastructure ideally including affordable housing production and/or market condominium products;
• Demonstrated knowledge of legislative, political, program and financing aspects of affordable housing;
• Experience in private, public and/or non-profit processes related to residential development including community engagement skills and the ability to forge collaborative partnerships;
• Demonstrated experience in city building processes. Excellent knowledge of the relevant legislation and by-laws affecting housing, residential and neighbourhood development, including the Planning Act, relevant City of Toronto By-Laws and preferably, the Social Housing Reform Act;
• Strong real estate financial capabilities and experience in the development of project budgets and ongoing monitoring and management of project costs;
• Knowledge of green buildings technologies and sustainable development;
• Experience and proven track record working in a public sector approval process environment, including funding, decision-making and development;
• Demonstrated leadership in a senior project management position and ability to work independently in the delivery of responsibilities;
• Excellent oral and report writing skills and proven ability to deliver public presentations;
• Experience in community development and organization; and
• Demonstrated ability to conduct research and analysis
