Reporting to the Senior Manager, Operations, the incumbent will work in a fast paced environment with other hsi Section Managers in providing Estimating insight into the Construction and Maintenance Units. The successful candidate will lead the team in the development and delivery of global estimating and control processes to support the company's annual construction and maintenance programs as well as competitive quotations, requests for qualification, requests for proposals, bids and tenders. Your ability to predict the direct and indirect cost of work will be paramount to the success of the hsi operational Maintenance and Construction delivery units.

Responsibilities:

• Manages and administers a core team of estimators and department functions including operating budgets, staffing, wage reviews, work assignments, performance evaluations, etc.

• Effectively determines the bid strategies required for the company to be successful as well as supporting the planning, coordination and supervision of projects to ensure strategies are achieved

• Assists corporate and project management teams to determine what types of projects to bid, strategies, techniques, etc.

• Responsible for the preparation of competitive quotes, estimates, tenders and bids and reporting of outcomes

• Reviews all final proposal and estimate packages to ensure accuracy and completeness, prior to formal quotation

• Provides delivery teams with resource schedules, pricing, cost estimates, and quantity take-offs

• Oversees construction and maintenance quotes and tracks progress

• Provides technical assistance in procurement, negotiating contracts, change orders, etc. as required

• Keeps abreast with technology and innovation in developing, establishing and validating product knowledge, work processes, construction and maintenance methodologies and benchmarking

• Progressively evaluates project outcomes to refine processes, identify, register and mitigate risks for better estimating success, and improved efficiencies, to add value to hsi's business and for profitability

• Establishes guidelines for section managers and staff to optimize the use of on-line estimating, pricing and other administrative systems

• Responsible for establishing, updating and adjudicating policy, procedural guidelines, and OHSA, design, estimating, and pricing

• Supports staff in representing hsi on contract disputes and legal, litigation, contentious and jurisdictional matters. Participates in presentations to corporate management and clients and may be responsible for "closing the sale"

• Tracks and prepares reports to the Director and hsi Executives, on the Unit's financial operations including cost analyses, data forecasting and trending and profitability

• Promotes hsi polices and fosters good practices in anti-racism, diversity, risk mitigation and healthy organization through demonstrated personal acts, practices and behaviours

Qualifications:

• Minimum 7 years of experience as an accredited Professional Engineer with a university degree or diploma in Civil Engineering, Architecture, or equal qualifications, with a business background

• Extensive (10 or more years) experience in similar facility construction estimating and related functions plus thorough knowledge of corporate objectives impacting estimating, estimating strategies and techniques, and construction contracts required

• Experience as a professional estimator and fully conversant with computer technology

• Knowledge of financial management, including internal budgetary controls, job cost records, estimating and pricing and reporting

• Experience with tendering, negotiating and creating strategic alliances

• Ability to estimate and plan from conceptual drawings

• Solid understanding of the principles of supply chain management in procurement of goods and services

• Innovative in engineering methodologies, specification development, contracts, R&D and product sourcing and piloting of projects

• Excellent organizational, supervisory and decision making/problem solving skills and ability to manage staff to achieve the required outcomes

• Working Knowledge of Labour Relations, Codes, Standards, Legislation, Regulations, jurisdictions and Acts including the Occupational Health and Safety and the Construction Lien Acts for construction projects
