Reporting to the Chief Operating Officer, the incumbent provides the vision, expertise, and leadership to advance TCHC's vision of creating healthy communities as outlined in our Community Management Plan. Key focus areas include: tenant engagement, child and youth development; economic development; city-building and community revitalization; tenant leadership development, community practice, civic engagement and participation in governance.

The Director, Community Health works very closely with the Operations teams, other business units, community partners and external stakeholders to develop, implement and evaluate community health initiatives based on advancing socially inclusive practices. The successful candidate is results oriented, will develop and maintain strong positive relationships and must have the ability to engage the enthusiasm and commitment of those with whom they work.

Responsibilities:

• Strategizes, plans, develops, innovates and leads the effective delivery of initiatives and programs which advance community health in a consistent manner across the portfolio

• Manages and leads a team of Community Health professionals responsible for ensuring that the organization's community health priorities are developed, implemented, supported and evaluated in the areas of: child/youth services, mental health and social isolation, community health, community economic development, tenant engagement, community revitalization and community practice

• Provides direction on general oversight of a Social Investment Fund

• Ensures that tenant participation and engagement is fundamental to our outreach and consultation methodologies and practices

• Creates and develops opportunities for learning, strategy development, methodological tools, practices and a culture that builds the capacity of staff to operate within and advance a community development approach.

• Develops strategic objectives and priorities as outlined in the Community Management Plan, and works with staff and partners to ensure the appropriate tools, resources, supports, and evaluation mechanisms are in place to ensure successful implementation

• Supports initiatives and programs which promote service equity in the areas of community health

• Provides leadership, advice and support to Senior Management, Operating Unit Managers, Community Health Managers, and business units on matters related to community health

• Liaises and partners with community agencies, elected officials, tenants, staff and other stakeholders to achieve community health priorities

• Oversees the development of work plans, monitors program and service delivery, ensures the use of appropriate tools, evaluates results, and implements improvements

• Identifies and develops strategic partnerships with external stakeholders to advance community health and tenant priorities

• Identifies emerging community issues and priorities in the external environment that impact issues and programs within Toronto Community Housing and recommends strategies and solutions to address them

• Prepares proposals, business cases and reports for executive, committee, and board review

Qualifications:

• Minimum of 10 years experience in Community Health, Community Development, Organizational Change or other relevant areas

• University Degree in Sociology, Organizational Change, Urban Planning, Political Science or other relevant areas

• Experience in developing community health and development strategies and programs for a diverse tenant and staff population

• Knowledge of the principles, practices and techniques related to the delivery of community services programs including community development, social services, mental health and recreational services

• Exceptional advocacy skills

• Demonstrated experience in planning, coordinating, and leading tenant and community consultations

• Demonstrated leadership, project management and organizational skills to shift
focus quickly in response to changing priorities

• Demonstrated experience in developing tenant participation systems, policies and procedures

• Demonstrated experience in managing staff and leading a diverse staff team

• Demonstrated ability to analyze information, anticipate problems, create and evaluate alternative solutions and make appropriate decisions/recommendations

• Demonstrated ability to network and build effective working relationships with senior management, tenants, community agencies, government bodies, external clients, and other stakeholders

• Experience in program planning, analysis and evaluation

• Experience in financial management and budget preparation

• Experience in mobilizing stakeholders, funding organizations, and public institutions to advocate for changes in funding priorities that will benefit TCHC's communities

• Experience in developing partnerships with other organizations, agencies, groups and institutions

• Experience in adult education and methodologies

• Excellent oral and written communication skills, including the ability to write using clear language

• Good negotiation and conflict-resolution skills

• Ability to prepare and deliver presentations and must posses strong facilitation skills

• Strategic planning, organization, delegation, and project execution skills for a wide variety of corporate and community projects

• A commitment to human rights and equity, social inclusion, diversity and accessibility

• Proficiency with electronic spreadsheets, word processing, presentation and database software programs

• Ability to cooperatively provide a respectful service to a diverse population (age, race, language, gender, sexual orientation, culture, and diversity)

• Ability to manage numerous responsibilities and projects simultaneously

• Ability to travel to various locations in a timely and efficient manner

• Ability to work flexible hours which may include evenings and weekends
