The Director, Asset Planning & Investment reports to the Chief Financial Officer and will be responsible for the directorate and leadership of Toronto Community Housing (TCHC) Asset Planning & Investment Unit that is responsible for the delivery of TCHC's Capital Plan. Your role will involve development of strategic plans, corporate project leadership, change management initiatives, operational planning, budget oversight, and mentorship and performance management of staff. You will work closely with TCHC's Operations, Energy Units, Commercial Unit, Development and Legal Divisions and TCHC's subsidiary, Housing Services Inc (H.S.I). Your commitment is to support the strategic priorities outlined in the Community Management Plan (CMP) and to demonstrate the leadership and strategic management, organizational, technical communication, team and relationship building skills inherent in this position.

Responsibilities:

• Oversees, develops strategies and plans, provides strategic advice and guidance on long and short term Capital Plans

• Responsible for the Asset Planning & Investment Unit's performance in respect to the effective administration and delivery of TCHC's Capital Plan

• Identifies options for regeneration, redevelopment, divestment or acquisition initiatives and development of new housing supply

• Identifies capital investments that lead to operational savings

• Develops capital programs to support the immediate and long-term improvement of assets

• Develops and implements quality assurance and quality control standards and procedures for the completion of capital work

• Oversees, directs and develops strategic mechanisms such as standards, policies, procedures quality controls and risk management tools to support the delivery of TCHC's Capital Plan

• Develops and oversees the completion of the Capital Planning budget. Identifies and prioritizes critical work and competing building requirements in the annual budget setting process

• Provides consultation and technical expertise to Operating Units in identifying building requirements, developing an overall portfolio plan for capital improvements requirements and a strategy for the overall preservation of assets

• Oversees, manages and develops new processes and information systems to plan, monitor and report on TCHC's Capital Plan

• Develops, fosters and manages effective relationships and partnerships with other TCHC units, divisions and its subsidiary Housing Services Incorporated (H.S.I.) and other levels of government, institutions and the private sector.

• Ensures compliance with TCHC policies and procedures, Occupational Health & Safety legislation, Ontario Human Rights Code, collective agreements, City of Toronto By-laws and other relevant legislation, statutes and codes

• Promotes human rights principles and an anti-oppression framework and advances TCHC's equity policies including anti-ableism and anti-racism

• Manages a diverse, multi-disciplinary team and provides coaching, mentoring and support in achievement of corporate and professional objectives

• Demonstrates leadership that promotes excellence in others and builds and nurtures an environment that supports staff to achieve business results, provide superb service and lead healthy lifestyles

Qualifications:

1. Minimum of seven (7) years of progressive experience in fields such as asset management, asset planning and preservation, capital planning, project management, property management or related areas

2. A degree/designation in Engineering, Architecture, Real Estate, Portfolio Planning, Information Management, Property Management or related area would be asset

3. Experience with strategic planning and implementation

4. Experience and knowledge in the area of real estate, housing development, property management and energy conservation

5. Experience in policy, procedure and guideline development and implementation

6. Experience in managing staff and the ability to lead, motivate and develop staff and teams

7. Proven experience in strategy development, change management, initiating and managing multiple projects and coordinating teams of a variety of internal and external stakeholders

8. Experience in preparing and managing large budgets, financial analysis, tender development and selection, contract management/negotiation and vendor management

9. Experience working in a social housing environment which promotes and encourages equity, diversity, tenant participation, community development, quality housing, quality service and quality communities

10. Knowledge Ontario Human Rights Code, Occupational Health & Safety Act, Ontario Human Rights Code, City of Toronto By-laws, collective agreements and other relevant legislation, statutes and codes

11. Ability to be flexible and apply creative solutions/lateral thinking to emerging situations and changing priorities

12. Strong conflict management and negotiation skills

13. Demonstrated ability to create strategic relationships and partnerships with a variety of internal and external stakeholders

14. Excellent oral and written communication, interpersonal and presentation skills to prepare and present comprehensive business and technical reports, proposals and project implementation plans
