Toronto Community Housing is looking for an experienced Development Manager with strong leadership abilities and experience in residential land development. The successful candidate will be a key player on a multi-disciplinary team committed to the start up of community revitalization projects and development opportunities assessments.

Toronto Community Housing is engaged in a Housing Works Strategy that focuses on Revitalization of existing communities. Our driving development vision is to "Build Great Neighbourhoods". Great neighbourhoods mean more than just housing. It means creating a range of housing, including rental, affordable homeownership and market priced units; providing economic development opportunities for our residents and the broader neighborhood. New housing may be developed in partnership with private developers or under direct construction contracts with residential builders.

Responsibilities:

• Project management of development projects which may range from master-planned communities to stand alone residential or mixed-use buildings;

• Prepares site analyses including, but not restricted to, site capacity, planning approval issues, valuation, site servicing requirements and community impacts;

• Prepares development proposal reports for review and approval for both Toronto Community Housing sites and sites proposed for acquisition;

• Plans, prepares and executes public and community based meetings, workshops, charrettes, including presentations at community meetings;

• Prepares project assessments and project business plans (cash flow requirements, equity investment requirements, funding requirements, operating pro-formas, etc.);

• Develops and manages proposal calls;

• Facilitates and negotiates partnerships with local business, developers, senior levels of government, business associations and related agencies with respect to specific housing development projects;

• Initiates and maintains relationships with a broad range of stakeholders including senior management in other departments, community-based groups, businesses and government agencies; and

• Other related duties to site assessments and the development of new housing may be assigned from time to time

Qualifications:

• Post secondary degree in planning, architecture, project management or related degree or equivalent combination of education and experience;

• Minimum of 5 years demonstrated experience in residential development including a range of types and scales of infill development;

• Demonstrated understanding of real estate development financial aspects and project budgets;

• Demonstrated community organization skills and the ability to forge partnerships that develop affordable mixed-income housing;

• Knowledge of issues pertinent to the reuse of residential lands, buildings and revitalization of residential areas;

• Knowledge of green buildings technologies and sustainable development;

• Experience in private, public and/or non-profit process related to residential development;

• Excellent knowledge of the relevant legislation and by-laws affecting housing development;

• Knowledge of project communication issues management and the maintenance and updates to communication plans;

• Demonstrated ability to conduct research and analysis;

• Demonstrated ability to work independently in the delivery of assigned responsibilities;

• Demonstrated ability to work cooperatively in a team environment; and

• Proficiency with electronic spreadsheets, word processing, presentation and database software programs
