Toronto Community Housing’s Strategic Procurement team is governed and abides by the following principles and duties:

  1. Procurement has a duty to seek out competitive pricing
  2. Procurement has a duty to disclose all requirements so vendors UNDERSTAND whether they can compete or 
  3. Procurement must disclose to the vendors how we evaluate bids and the considerations we apply to our review
  4. Procurement has a duty to reject non-compliant proposals
  5. Procurement has a duty to treat all vendors equally and fairly
  6. Procurement has a duty to award to the highest scoring/lowest price bidder
